I wish to inform you that, in the reference 1st cited, Government have:issued orders creating (1) 13 Mandal Educational Officer posts and (i) 679 Mandal Educational Officer.Il posts in the state for effective monitoring of the academic and non academic activities in School Education Department duly obtaining the concurrence of the finance Department. Accordingly the MEO II POSTS were filled up with the Headmasters Grill of the ZPP Management in May 2023.
Further it is informed that, Government have issued orders vide reference 2nd cited, restructuring the existing (53) Educational Divisions Into (74) Educational Divisions in the restructured districts by re-appropriating the existing Deputy Educational Officer (Dy.E.O) posts in district offices to ensure @ one Deputy Educational Officer post to each of all the 74 Revenue Divisions, to strengthen the divisional supervisory structure of School Education Department in the districts, as carried out in the following manner, and changing the nomenclature of the Deputy Educational Officer (Zilla Parishad) as Deputy Educational Officer in Education Department duly obtaining the concurrence of the finance Department.
Further it is informed that it was decided to keep the Deputy Educational Officers of the concerned Division as the DDOS to the said newly created Mandal. Educational Officer.ll posts for Administrative convenience. Accordingly Data has been obtained from the District Educational Officers in the state and it has been requested the Director of Treasuries & Accounts, A.P, Amaravat vide this office vide reference 3rd cited for creating position IDs to the 679 Mandal Educational Officer ll posts and creating DDO codes to the newly restructured DYEO posts and attaching Mandal Educational Officer II position IDs to the Deputy Educational Officers concerned. Further it is informed that, the Director of Treasuries & Accounts, A.P.
Amaravati has requested vide vide reference 4th cited to obtain the concurrence of Finance department for the GO 2nd cited for taking necessary action in the matter.
Accordingly a letter vide reference 5th cited is addressed to the Principal Secretary, School Education (SE.Serall Dept., Goverment of AP. Amaravati for obtaining the concurrence of the Finance Department, as requested by the Director of Treasuries & Accounts. A.P. Amaravati.
In this connection, it is informed that, for the last four months the Mandal Educational Officer.ll who were appointed in terms of G.O, 1 read above are unable to draw their salaries due to non-allocation of positions IDs and non-attaching to the DDO codes. Further it may take 1-2 more months, to complete the exercise viz obtaining finance concurrence, creating posting IDs. attaching DDO coces etc. as discussed.
In this regard, I wish to inform that, the Assistant Directors o/o District Educational Officer in the state have DDO codes, organization IDs and they areacting as Drawing and Disbursing Officers to the o/o the District Educational Officer in the State.
Therefore, to avoid hardship of the Mandal Educational Officer II, as a stop gap arrangement, it is decided to keep Ads in old the District Educational Ofclaim as DDOS to the Mancial Educational Officer II, working in the District and to claim the salaries of the MED.ll as per the applicable rates of HRA, CCA etc.
In view of the above, I request you to take immediate necessary action in this regard.
Early action in the matter is highly solicited.
