Attention of all the District Educational Ofcers & Ex- Ofcio District
Project Coordinators and all the Additional Project Coordinators of
Samagra Shiksha in the State is invited to the references cited and are
informed that the Additional Secretary of Department of School Education
and Literacy, Ministry of Education, New Delhi requested for maintaining of
pupil teacher ratio (CwSN: Special Educators) in Elementary and
Secondary schools vide reference 1st cited.
In the reference 2nd cited, the Government of India issued orders for
providing various provisions to Children with Special Needs in Rights of
Persons with Disabilities Act-2016. The Act clearly stated that I) admit
children with special needs without discrimination and provide education
and opportunities for sports and recreation activities equally with others
and II) ensure that the education to persons who are blind or deaf or both
is imparted in the most appropriate languages and modes and means of
communication in chapter-III
In point number 31 (I) in Chapter-VI of RPWD act-2016 it is
mentioned that “notwithstanding anything contained in the Rights of
Children to Free and Compulsory Education Act, 2009, every child with
benchmark disability the age of Six to eighteen years shall have the right
to free education in a neighborhood school, or in a special school of his
choice which was mentioned in point number 31 (I) in Chapter-VI of RPWD
