AP Private Schools 25% Free Seats Admission 2023-24 Notification   Notification for admission of children in Class I under Section 12(1) (C) of the Right of Children to Free and Compulsory Education Act 2009 for the academic year 2023-24 for all Private Unaided Schools (IB/ICSE/CBSE/State syllabus) in Andhra Pradesh - Orders - Issued

ORDER:

One of the features of the Right of Children to Free and Compulsory Education Act 2009 is to provide access and affordability for the children belonging to disadvantaged groups and weaker sections towards 25% seats in Private Unaided Schools in the country.

2. In the State of Andhra Pradesh, 100% affordability to the private unaided school is being provided to all the children belonging to disadvantaged groups and weaker sections in the State through Ammavodi Scheme. 

3. For the accessibility towards 25% of seats of Private Un- aided schools as per Section 12(1) (C) of the Right of Children to Free and Compulsory Education Act 2009, for the children of disadvantaged groups and weaker sections, the processis beingtaken up through online by issuing this notification.

4. Accordingly, Government hereby issue the Notification for admission of children under 12 (1) (C) of the Right of Children to Free and Compulsory Education Act 2009 for allotment of 25% of seats in Class I, in all Private Un aided Schools following IB/ICSE/CBSE/State syllabus, for the academic year 2023-24 for all the Private Un-aided schools in the State. The detailed schedule for admissions is as follows:

*విద్యాహక్కు చట్టం కింద ప్రవేశాలకు అమ్మఒడి నుంచే ఫీజులు

*అన్ని ప్రైవేటు పాఠశాలల్లో 25 శాతం సీట్ల కేటాయింపు

*60 రోజుల్లో ఫీజు చెల్లించకపోతే ప్రభుత్వమే మినహాయించి చెల్లిస్తుంది

ఉచిత, నిర్బంధ విద్యాహక్కు చట్టం కింద ప్రైవేటు పాఠశాలల్లో 25% కోటాలో సీట్లు పొందే విద్యార్థుల తల్లిదండ్రులు అమ్మఒడి పథకం సాయం నుంచే ఫీజులు చెల్లించుకోవాలంటూ ప్రభుత్వం ఉత్తర్వులు జారీచేసింది. విద్యాహక్కు చట్టం కింద రాష్ట్రంలోని అన్ని పాఠశాలల్లో ఒకటో తరగతిలో 25% ప్రవేశాలకు నోటిఫికేషన్‌ ఉత్తర్వులను పాఠశాల విద్యాశాఖ ముఖ్య కార్యదర్శి ప్రవీణ్‌ ప్రకాష్‌ ఆదివారం విడుదల చేశారు. విద్యాహక్కు చట్టం నిబంధనల ప్రకారం ప్రైవేటు పాఠశాలల్లో 25% సీట్లను ఆర్థికంగా, సామాజికంగా వెనుకబడిన వారికి, దివ్యాంగులకు రిజర్వేషన్ల వారీగా ఉచితంగా కేటాయించాలి. విద్యాసంస్థల ఫీజులను ప్రభుత్వం చెల్లించాలి. కర్ణాటక, ఛత్తీస్‌గఢ్‌, మహారాష్ట్ర, ఒడిశా, ఝార్ఖండ్‌, మధ్యప్రదేశ్‌, గుజరాత్‌, రాజస్థాన్‌, ఉత్తరాఖండ్‌, ఉత్తర్‌ప్రదేశ్‌ రాష్ట్రాల్లో విద్యాహక్కు చట్టాన్ని ఇలాగే అమలు చేస్తున్నారు. కానీ, రాష్ట్రంలోని ప్రైవేటు పాఠశాలల్లో చదువుతున్న ఆర్థికంగా వెనుకబడిన, బలహీనవర్గాలకు వందశాతం అమ్మఒడి పథకం కింద సాయం అందిస్తున్నందున ఇందులోంచే ఫీజులు చెల్లించాలని ఉత్తర్వుల్లో పేర్కొన్నారు. ప్రస్తుతం అమ్మఒడి కింద రూ.15వేలలో పాఠశాల, మరుగుదొడ్ల నిర్వహణకు రూ.2వేలు మినహాయించి, రూ.13వేలు ఇస్తున్నారు. ఈ సాయం అందిన తర్వాత 60రోజుల్లోపు తల్లిదండ్రులు ఫీజు చెల్లించకపోతే తదుపరి సంవత్సరం ఆ మొత్తాన్ని మినహాయించి, పాఠశాలలకు చెల్లిస్తారు. ప్రస్తుతం 75% హాజరు నిబంధన కోసం ఏడాది పూర్తయిన తర్వాత అమ్మఒడి సాయం అందిస్తున్నారు. గతేడాది ప్రవేశాలు పొందిన విద్యార్థుల తల్లిదండ్రులు ఈ ఏడాది ఇచ్చే అమ్మఒడి నుంచే ఫీజులు చెల్లించాలి. అమ్మఒడితో సంబంధం లేకుండా ప్రభుత్వమే ఫీజులు చెల్లిస్తుందని భావించి, గతేడాది విద్యాహక్కు చట్టం కింద ప్రవేశాలు పొందారు. ఇప్పుడు తాజా ఉత్తర్వులతో తల్లిదండ్రులపైనే ఆ భారం పడింది.

దరఖాస్తులు ఇలా.

* ప్రైవేటు పాఠశాలల్లో 25% కోటా ప్రవేశాలకు విద్యార్థుల తల్లిదండ్రులు ఆన్‌లైన్‌లో దరఖాస్తు చేసుకోవాలి. పాఠశాల విద్యాశాఖ వెబ్‌సైట్‌లోని పోర్టల్‌ ద్వారా దరఖాస్తులు సమర్పించాలి.

* ఇంటినుంచి కిలోమీటరు దూరంలోని ప్రైవేటు పాఠశాలల్లో ప్రవేశాలకు మొదట ప్రాధాన్యం ఇస్తారు. తర్వాత మూడు కిలోమీటర్ల దూరంలోని వాటిని పరిగణనలోకి తీసుకుంటారు.

* అనాథలు, హెచ్‌ఐవీ బాధితులు, దివ్యాంగులకు 5%, ఎస్సీలకు 10%, ఎస్టీలకు 4%, ఏడాదికి గ్రామాల్లో రూ.1.20 లక్షలు, పట్టణాల్లో రూ.1.44 లక్షలలోపు ఆదాయం ఉన్న ఆర్థిక బలహీనవర్గాలకు 6% సీట్లను కేటాయిస్తారు. ఆయా రిజర్వేషన్లలో విద్యార్థులు లేకపోతే వాటిని ఇతరులకు కేటాయిస్తారు. గిరిజన ప్రాంతాల్లో మొదట ఎస్టీ పిల్లలకు ప్రాధాన్యం ఇస్తారు. 

* సీట్లు కేటాయించిన వారం రోజుల్లో పిల్లలు పాఠశాలలో చేరిందీ లేనిదీ యాజమాన్యం నిర్ధారించకపోతే దాన్ని వివాదాస్పద సీటుగా పరిగణిస్తారు. దీన్ని జిల్లా ప్రవేశాల పర్యవేక్షణ కమిటీకి సిఫార్సుచేస్తారు. జిల్లా కమిటీ నిర్ణయంపై సంతృప్తి చెందకపోతే జిల్లా కలెక్టర్‌ను సంప్రదించొచ్చు. పాఠశాలకు వ్యతిరేకంగా ఏదైనా వివాదాన్ని జిల్లా కమిటీ గుర్తిస్తే సుమోటోగా విచారణ చేపట్టే అధికారం ఉంటుంది.
