SA (Special Education) through Promotion from SGT Clarification

Clarification from CSE regarding SA(Spl Edn) -BEd General and Diploma in Spl Edn one year course prior to 2003 are eligible.
But no clarity on renewal of certificate from Rehabilitation council of India for every five years.
