Guidelines for implementing Poll Management System
• Android mobile APP is developed for reporting various events by Presiding Officer during the process of Conduct of Elections.
• Presiding Officer plays a key role in furnishing timely information to enable CEO AP/ DEO/Returning Officers for onward reporting to various levels.
• Website Dashboards are provided to monitor the timely reports entered by the Presiding Officer in the mobile app
• It has been divided into three parts
• Has the Polling team arrived at the Polling Station – Yes/No
• Is the Polling Station Set up ready - Yes/No
• Has Mock Poll has been conducted – Yes/No
• Is EVM/VVPAT reset after mock poll - Yes/No
• Has Polling Started - Yes/No
• Voter Turnout
• Enter the Votes polled at 9.00 Hrs
• Enter the Votes polled at 11.00 Hrs
• Enter the Votes polled at 13.00 Hrs
• Enter the Votes polled at 15.00 Hrs
• Enter the Votes polled at 17.00 Hrs
• No of the Voters in the Queue at the Poll Closing time
• Male, Female and Other
• Total Votes Polled
• Male, Female and Other
• Has the Poll Closed - Yes/No
• Are the Election Material sealed and packed Yes/No
• Has the Presiding Officer submitted Polling Material - Yes/No
In view of the above, District Elecction Officers are requested to ensure all Returning Officers are briefed in this regard.Strict compliance is requested in imparting training on the above subject during the second round trainings planned by ROs to their allotted Presiding Officers and 1st Polling Officers.
Route Officers and Sector Officers may also be briefed on how to monitor their web reporting once it is readily available in the weblink.

Important Instructions to Presiding Officers and 1St Polling Officer (APO)
- All Presiding Officers and 1st Polling Officers should be thoroughly trained on the usage of Mobile App Developed for the said purpose.
- They must be instructed to carry smart phone to the polling duties.
- Mobile Android App is placed at http://36.255.252.196/emsqdash/assets/app/ems.apk for the purpose of training for 3 days time. Logins and passwords for created constituency wise from AC_1 to AC_175. These logins and passwords are psno_1 to psno_175 for each constituency.
- Each event should be reported as YES once it is done in a periodical time.
- Web based dashboards will be placed at http://36.255.252.196/emsqdash/ with logins and passwords (username ac_1 and password ac_1) for monitoring the events reported by Presiding Officers of each Polling Station.
- Similarly district level and CEO level will monitor the reporting activity.
- In between, Sector Officers/Route Officers will be taking care for these events at an appropriate time. They will be provided logins in the website to take care of their respective Polling Stations
