ORDER:-
- In the reference 3rd read above, the Commissioner of School Education, AP. has stated that every child/student needs to successfully complete his/her Secondary Education which is one of the objectives of the Samagra Shiksha. The enrolment of CwSN is declining from class to class. Particularly huge dropout rate is noticed from classes IX to X. Keeping in view of the RTE Act-2009 and Rights for Persons with Disabilities Act (RPwD Act)–2016, it is necessary to provide certain exemptions and concessions to the CwSN to retain them in schools and encourage them to complete their secondary education successfully. She has further stated that Government had issued orders on certain exemptions to the Physically Handicapped candidates for appearing 7th Class and 10th Class common - Public Examinations in the reference 1st read above and also certain exemptions for students with Dyslexia in the reference 2nd read above.
- The Commissioner of School Education AP. has further stated that several representations have been received from parents, teachers & Head Masters for extension of some more concessions to the CwSN. She has further stated that representation was received from Inclusive Education Resource Teachers of SSA with a request to provide exemptions and concessions to the CwSN as they are being implemented at Intermediate Level in the State since 2011 as per the orders issued vide Rc.No.81/E2-3/2010-11, dated:-08.04.2011. Owing to non-issue of said exemptions and concessions to these CwSN at SSC level, CwSN are discontinuing their studies. Hence, the IERTs, parents have requested to extend the exemptions and concessions to the CwSN as issued at Intermediate Level and see that every CwSN does not discontinue their studies and shall complete their SSC Examination.
- The Commissioner of School Education, A.P. has further stated that a State Level “Consultation meeting was organised on 09.10.2018 with the Officers, professionals from National Institutes, Head Masters, Teachers, subject experts and parents of CwSN at O/o CSE, AP, for discussing the issues of providing concessions and exemptions to the CwSN of ID, CP & ASD alongwith Visual Impairment & Hearing Impairment and Learning Disabilities in SSC Examinations”. Accordingly, the following are the resolutions evolved from the experts for the benefit of the CwSN:-
Common Exemptions & Concessions to the below mentioned disability types of CwSN:-
- The proposed concessions & exemptions are applicable to CwSN of classes VI to X in all schools in the State.
- Examination fee to be exempted to all CwSN to encourage their turnout in SSC examinations.
- 20 minutes additional time to be allotted for every one hour not exceeding 60 minutes in each examination.
- Jumbling for examination purpose is to be abolished for all CwSN and recommended to allot the same school as examination Centre or nearby Centre.
- Scribe/Adult Prompter for the CwSN of one lower class student to be provided (as per requirement).
- Trained teachers concerned should be drafted for examination work like invigilation, valuation etc.
